Of course it doesn't have jurisdiction, but it does set a precedent for the next state to use now doesn't it, Josh ?
In this instance I would say no; another state doesn't set precedent for others. ... |

Round up the local bar owners and let them know that IF someone smokes in their tavern, AND they are under full compliance (with the necessary "no smoking" signs) they are NOT liable.
