Hi --
From my reading, Shisha is simply a light tobacco such as Virginia flue-cured and flavored with honey/molasses and fruit like orange zest or whatever fruit floats your boat as a flavor.
If shisha is banned, start buying whole leaf tobacco mail-order (cheaper than what they sell in the stores anyhow) and make your own. Plan to purchase some seeds and plant a crop so that you can stop even doing that next year.
