I've never heard of anyone getting nailed on taxes for smokes bought from an offshore site.

A few years ago ('05 I think), Yesmoke in Switzerland had a whole plane load of cigarettes seized after landing at JFK. They were confiscated and many, but not all, of the addressees were sent notices that their smokes had been seized and they were given some instructions on how to contest the seizure if they so desired. Even though I strongly suspect the seizure was illegal, for obvious reasons nobody contested it. Nobody was ever hit with any tax bills though.

Kind of tough for U.S. authorities to get sales records from foreign companies. No jurisdiction there.

Well I have said it before. Here in Florida they have put 7 people on the payroll to track down people who buy their smokes from out of state retailers via the internet.
I don't know if this covers international or not.
