The interesting kicker too, is that Independence is considering amending it to exempt certain bars, and in turn, that'd severely lower the percentage of towns/suburbs that already have 'comprehensive' bans in place in the Kansas City metro area, and necessary for Kansas City's citywide smoking ban to be 'triggered', and take effect for restaurants and bars in that city. Right now, I remember reading that the current figure is at 61%, somewhat short of the 85% trigger necessary for KC's ban to be extended to restaurants and bars.
Also a brief explanation, for those who aren't familiar with Kansas City, MO's limited smoking ordinance: Their ordinance passed in November 2004(and took effect in May 2005), banning it in workplaces, but exempting employee-only rooms(including designated smoking break rooms that businesses had set up for smoking employees) that had a separate ventilation system. It also contained 2 'triggers' in the ordinance, one of them that put off the ban for restaurants and bars within KC, until 85% of Kansas City metropolitan communities in the 6-county metro area had 'comprehensive' smoking bans covering BOTH restaurants and bars. The 2nd 'trigger' in the ban was for casinos, until 2 neighboring communities near KC that also had casinos, passed smoking bans affecting their casinos.
